Public procurement is frequently touted as a means of promoting innovation at the sub-national level, but the underlying mechanisms through which this is supposed to work are seldom articulated. In particular, while the relevance of social interaction for innovation is offered as a key rationale for the use of public procurement for innovation, there is little discussion of its corresponding spatial dimensions. This paper contributes to this debate by advancing our understanding of the spatial aspects of public procurement for innovation and thus of the scope for using public procurement to achieve regional innovation policy goals. We connect the public procurement for innovation literature with the literatures on innovation-driven regional development around the notion of 'conversations' to capture the spatial and social aspects of interactions relevant for public procurement for innovation. Different forms of spatial anchoring of procurement are explored, presenting different challenges and opportunities for regions. We provide illustrative examples for each type, from which suggestions are derived for promoting place-based 'innovation-friendly' procurement.

Public procurement accounts for a significant proportion of overall demand for goods and services and is increasingly seen as an attractive and feasible instrument for furthering the goals of innovation policy. However, public procurement is already expected to address a wide range of social goals. Much of the current debate about harnessing procurement to promote innovation draws upon a limited set of examples which are not representative of the bulk of public purchasing and tend to downplay diversity in procurement practices and in the types of goods and services procured. They also downplay diversity in the nature of innovations and in the range of ways that procurement can impact upon innovation. A one-size-fits-all model is unlikely to work across all procurement contexts yet all types of public procurement are likely to have impacts upon innovation by shaping the demand environment in which suppliers innovate and compete. We propose a framework and typology based on the nature of the goods and services procured in order to explore the potential impacts upon markets and innovation of each. We conclude that public purchasing should first and foremost remain concerned with proximate public policy goals and that, rather than trying to co-opt public procurement into the innovation policy toolbox, policy-makers should focus on promoting innovation-friendly practices across all types of procurement at all levels of governance.

International mobility of researchers is increasingly constructed both as a science policy problem to be solved and as a goal to be pursued. Yet evidence on the experience of mobility and the factors associated with propensity to mobility remains patchy. We analyse comprehensive survey data on the mobility experience of university and non-university research institute researchers in the EU. Our results both confirm and challenge assertions about mobility made in the literature and in policy debates. We find that 57% of university respondents and 65% of institute respondents have experienced international mobility at least once in their research careers. We find that research visits are the most commonly experienced form of international mobility but that job migration (cross-country changes of employer) is also surprisingly common. International student mobility, and also industrial placement experience, seems to be a good predictor of subsequent mobility during the research career.

Recent years have seen the emergence, take-up and use of the term 'policy mix' by innovation policy makers and by policy analysts and scholars alike. Imported from economic policy debates, the term implies a focus on the interactions and interdependencies between different policies as they affect the extent to which intended policy outcomes are achieved. However the meaning of the term remains ambiguous. Nonetheless, we argue that the emergence of the 'policy mix' concept into common use in the field of innovation policy studies provides us with a window of opportunity to reconsider some basic and often hidden assumptions in order to better deal with a messy and complex, multi-level, multi-actor reality. We draw upon a range of literatures to re-conceptualise the basic building blocks of innovation policy studies in order to arrive at a useful definition of'policy mix' tensions and interactions of different kinds across a series of dimensions. We suggest that this reconceptualisation has important implications for the future scope and focus of prescriptive and analytical innovation policy studies.

Recent thinking about innovation and industrial policy emphasises purposeful related diversification strategies or more transformative—but potentially riskier—challenge-orientated policies. Meanwhile public procurement is increasingly seen as a key means of fostering innovation. We conceptualize the multiple roles of public procurement in an innovation policy landscape shaped by these emerging rationales, and explore the complexities and institutional work associated with its implementation. We identify some possible roles for government in fostering diversification and transformation through public procurement and explore the implementation challenges of institutionalising public procurement as part of innovation policy. Both the multiple potential roles of public procurement and the institutional work associated with its implementation are illustrated with the case of Galicia, Spain.

Science has long had an international dimension but policy-makers, research funders and researchperforming organisations now pay increasing attention to research internationalisation, with a range of motives. Despite this, the evidence base for internationalisation strategy formulation remains weak. In this article we elaborate an approach which identifies likely indicator needs from the policy process, explore examples of existing indicator use, and discuss the extent to which meeting each of our identified indicator needs is feasible. We conclude that decision-makers and indicator designers should work together to ensure that both new indicators and new approaches to mutual policy-learning about their use and utility are developed in parallel.

Fostering innovation-driven regional development has become a major priority for public policy, focusing ever more attention on how best to leverage the unique strengths and assets of places. The scope of the regional innovation policy debate has also broadened, with a new stress on the demand side as well as the more familiar supply side focus on science and technology. This increased expectation that innovation policies can promote economic development and tackle new and pressing problems (or 'grand challenges') paradoxically coincides with an increased acknowledgment of the complexities of policy making, including multi-level, multi-actor governance, policy path dependency and institutional inertia, all of which will influence the impact of innovation policies in regions.
